Northeast Victim Service (NEVS) is a nonprofit community-based organization dedicated to supporting and empowering victims and witnesses of crime in Northeast Philadelphia. Serving approximately 405,000 residents across 50 square miles, NEVS helps individuals navigate the justice system with compassion and advocacy while working collaboratively with law enforcement and community partners to promote healing and safety.

We are deeply committed to strengthening our community through outreach, education, and collaborative efforts to reduce the impact of crime and promote safety for all.
NEVS is one of seven community-based victim service agencies in Philadelphia, proudly serving Northeast Philadelphia neighborhoods including Bridesburg, Burholme, Bustleton, Castor, Fox Chase, Frankford, Holmesburg, Lawncrest, Mayfair, Oxford Circle, Rhawnhurst, Somerton, Tacony, Torresdale, and Wissinoming. The organization works in close collaboration with the Pennsylvania Commission on Crime and Delinquency, the Philadelphia District Attorney's Office, the Philadelphia Police Department, and Victim Advocate Officers in the 2nd, 7th, 8th, and 15th Police Districts. NEVS is a proud member of the Pennsylvania Coalition Against Violence and collaborates with other service organizations across the city.
NEVS is led by Executive Director Thomas Neveil, a lifelong Philadelphian with over 15 years of experience in victims' rights advocacy and community partnerships. The team includes Victim Advocates Daniel Klenicki, Doris Neilson, and Deb Sparks, all dedicated Northeast Philadelphia residents committed to supporting victims and witnesses through the criminal justice system.
NEVS offers victim compensation, court advocacy, community education, and referrals/resources to support crime victims and witnesses.
