The Utilities Emergency Service Fund (UESF) is a Philadelphia-based 501(c)(3) nonprofit dedicated to housing stabilization for families facing housing crises. Since 1983, UESF has provided emergency utility assistance and has expanded to offer comprehensive support addressing the root causes of utility and housing instability. As a one-stop shop, UESF partners with community organizations and utility companies to deliver immediate resources and long-term solutions that keep vulnerable families in their homes.

Established in 1983, UESF initially focused exclusively on emergency utility assistance through grants that helped families avoid shut-offs. Every dollar provided is matched by utility partners, doubling impact. In recent years, UESF expanded its approach to address broader housing challenges facing low-income families, recognizing utility assistance as part of a larger housing stability issue. The organization now partners with multiple community organizations to access all available resources for keeping families in their homes.
UESF is led by Executive Director Alexander Z. Talmadge, Jr., an attorney and former Philadelphia Elections Commissioner. The leadership team includes Regina Stevens (Director of Housing Stabilization), Sotonius Quinn (Director of Supportive Services for Veteran Families), and Kenneth Mathias (Director of Long Term Housing and Youth & Family Division). The Board includes Laura Copeland (Philadelphia Water Department), Patricia King (PECO), and Luz Colon (City of Philadelphia).
UESF offers a Utility Grant Program providing emergency financial assistance matched by utility partners, and Self-Sufficiency Workshops to address root causes of housing crises. The organization also provides assistance with utilities, benefits applications, and money & budgeting support. UESF partners with organizations like the Philadelphia Furniture Bank to help participants furnish homes after exiting homelessness.
UESF hosts regular community events including LIHEAP Week (application assistance at multiple Philadelphia locations), Utility & Resource Fairs, and the annual PECO MEAF Golf Tournament (which raised a record $112,000 in 2023). The organization also maintains a mobile office at the Free Library of Philadelphia offering BenePhilly benefits assistance and participates in community initiatives like the Philadelphia Prison Orchard volunteer program.
