HACE CDC is a nonprofit community development organization founded in 1982 to build just and equitable neighborhoods in Eastern North Philadelphia's Latino community. Through affordable housing development, commercial real estate projects, supportive services, and community engagement, HACE works to create neighborhoods of choice while supporting residents and small businesses.

We build neighborhoods of choice by developing affordable housing and commercial spaces, providing supportive services, engaging residents and stakeholders, and supporting small businesses to grow the neighborhood's economic base and increase job opportunities to nurture the community's rich cultural diversity.
HACE was organized in 1982 in response to the need for economic empowerment in the Latino community, initially working to prevent the closing of El Centro de Oro (the Golden Center), a central shopping mall in the heart of the Latino Commercial District. The organization has evolved into a productive developer of residential and commercial real estate and an advocate for neighborhood residents and small businesses. HACE's primary target area extends from Lehigh Avenue to the AMTRAK rail line and from 6th Street to B Street, a historically manufacturing-driven area that experienced significant disinvestment. The organization employs a comprehensive community-wide planning strategy focused on encouraging homeownership, supporting corridor businesses, real estate development, and delivering social services.
HACE is led by President & CEO María González. The team includes Ramon Cruz Jr. as Director of Quality of Life & Community, Amanda Garayua as Director of Housing Services, and Stasia Monteiro as NAC Program Director. The organization also employs housing counselors, administrative staff, accountants, and community connectors dedicated to serving residents and neighborhoods.
HACE offers housing counseling, credit academy, utility assistance, and neighborhood energy center services. Community engagement programs include the Neighborhood Advisory Committee, Livability Academy, and Registered Community Organization initiatives. Economic development services include the Main Street Program, Corridor Cleaning Program, Same Day Pay Program, and small business support. Real estate development projects include the Good Lands Trust (a community land trust), Rafael Porrata-Doria Place (mixed-use affordable housing), the Gurney Street Trail, and the Villas del Caribe Preservation Project.
