A regional library serving Northwest Philadelphia, part of the Free Library of Philadelphia system. Originally the Germantown Branch Library, renamed in 2002 to honor Joseph E. Coleman, Philadelphia's first African-American City Council President. Features a life-size reader-friendly dragon sculpture and hosts a Neighborhood City Hall.
