The Greater Philadelphia Community Alliance (GPCA) is dedicated to breaking the cycle of generational poverty through comprehensive, holistic programs that empower youth and families. Founded in 2022 from the merger of two century-old South Philadelphia organizations, GPCA offers integrated services spanning early childhood education, family support, housing assistance, economic empowerment, and community development. With deep roots in the community and a campus-like model providing one-stop access to services, GPCA serves diverse populations including African American, Southeast Asian, and Latino families.
GPCA's mission is to break the cycle of generational poverty by ensuring equitable distribution of resources for vulnerable children, families, and communities.
GPCA emerged in 2022 from the strategic merger of United Communities and Diversified Community Services, organizations with over 150 years of community presence in South Philadelphia. The organization operates on four core pillars: Children and Youth Development, Family Development, Community Development, and Housing and Economic Empowerment. GPCA's unique multigenerational approach simultaneously addresses the needs of both children and adults, offering services through two early childhood education centers and multiple community hubs across South Philadelphia. The organization has raised over $25 million and distributed significant emergency assistance, including $250k in rental aid and $225k in utility assistance.
GPCA's leadership includes CEO Otis Bullock, who grew up in poverty and pursued law to drive systemic change. The executive team comprises Chief Administrative Officer Dr. Connie Alston, Chief Compliance Officer Murray McPherson, Chief of Staff Patricia McClay, and Chief Learning Officer Dr. Terrance Hobson. The organization also has directors overseeing education, family services, finance, human resources, and communications. The Board is led by President Lindajoy Jackson and includes 11 additional board members.
GPCA offers free and low-cost programs for all ages: Early Childhood and Youth (Pre-K through 8th grade) including free Pre-K, toddler care, after-school programming, and summer camp; Teen and Preteen programs in entrepreneurship, technology, and job readiness; a Benefits Access Center providing SNAP, Medicaid, WIC, and food assistance; Adult and Parent Education including ESL classes and associate degrees through Harcum College; Family Services including parenting education and truancy prevention; and Housing & Economic Empowerment services including tax prep assistance, utility assistance, homeownership education, and property tax/rent rebate programs.
